## How the agent should use this
1. Identify the district, then find the nearest MCC/employment exchange from the DGE list.
2. Draft a short request: fair date window, venue (or TBC), job families, expected employers, and a request to list the fair on NCS. **The human sends it.**
3. Draft parallel notes to the SSC(s) for the main job families, local PMKVY/PMKK centres, ITI/polytechnic principals and, for rural audiences, the SRLM. **The human sends them.**
4. Record each reply and any reference number in the plan. Never claim a government partnership until it is confirmed in writing.
